History
UNESCO was created on 16 November 1945 to promote peace and human rights on the basis of the "intellectual and moral solidarity of mankind". It is one of the agencies of the United Nations to foster technical cooperation among the Member States.
By the time of its creation the world had just experienced the worst catastrophe of its history - the World War II. Representatives of the allied countries, realizing the importance and reach of the intellectual cooperation among peoples, decided to create an Organization to be a system of monitoring and alerting, on behalf of peace, solidarity and justice.
As it is stated in its Charter, "if wars are born in the minds of men, it is inside their minds that the barriers of peace must be erected". This statement, that was to become a landmark, began to preside over the path of UNESCO´s efforts for over half a century today.
If it is in the spirit of people that the foundations of solidarity must be built, then intellectual cooperation constitutes since the beginning one of the central axles of its actions. It is not a cooperation separated from the social problems that the world faces, but one capable of offering an effective contribution to the Member States in their policies of promoting the development of education, science and culture, as a way and a strategy toward the advance of citizenship and social welfare.
